As the Investors look down on a city sliding into chaos, they decide enough is enough and bring in reinforcements to restore control. Old favorites and new players fight back against the new order, forcing sworn enemies to work together and family members to betray each other.

The finale episode, simply titled, Episode 9, was released on April 23, 2020. The episode is directed by Corin Hardy and written by Claire Wilson. In the finale, viewers see Elliot imprisoned and being interrogated by government officials. The prior day’s events are revealed through flashbacks. Sean is wanted as a terrorist in the aftermath of the attack and is hiding out on his own. He breaks into Anthony’s phone and learns that Elliot is an undercover detective. Kane and Jacob, two higher-ranking investors, come to Jevan’s flat and have him tossed out the window and killed. Nasir, Asif’s son, wins the election and is elected Mayor of London.
Asif discovers Nasir’s disfigured corpse after Lale, masquerading as a journalist, assassinates him at his own victory celebration. Lale sleeps with Sean before returning to Kurdistan, and their arrangement is fulfilled. Ed sees Marian in a cemetery and begs her to give up Sean. The two pull their pistols on one another, and Ed shoots Marian, killing her. Hawks notifies Vicky that Elliot has retired from the force. Vicky pays Shannon a visit at her house in an attempt to make her into an informant. Shannon realizes Elliot is working undercover and shoots Vicky. Elliot discovers Sean’s whereabouts while searching for him.
Elliot is picked up by Kane and Jacob before entering Sean’s hideout, and they order him to keep Alex Dumani in play and prevent Sean from standing trial, using Shannon and Danny’s lives to force him. Elliot pays a visit to Sean, who initially considers murdering the undercover detective. Instead, he gives Elliot a SIM card with proof against the investors, aiming to bring them down legally. Alex arrives at Sean’s hideout and bribes the doormen to allow him to bring a gun into the room. He intends to murder Sean but is thwarted when Sean talks him down.
Eliot disarms Alex only to murder him with the gun. Police storm the location, and Elliot successfully smuggles Alex out, killing Harks in the process. Elliot is detained shortly after, which leads to his interrogation. An investor’s representative, posing as a nurse, covertly urges him to claim diplomatic immunity under Panama, forcing his captors to release him. Elliot, who appears to be working for the investors now, takes Sean’s SIM card from a hidden location in his mouth.
